Asunción has been governed by a popularly elected mayor and council since 1991. Before that time, under Paraguayan dictator Alfredo Stroessner, the central government appointed mayors. Stroessner's overthrow in 1989 led to reforms making local governments more democratic, and in 1991 Asunción residents chose an independent candidate associated with labor unions as their first directly elected mayor, rejecting the candidate of the nation's ruling government party.Microsoft® Encarta® Online Encyclopedia 2001
