Windsor, town in eastern Vermont, in Windsor County. Windsor is located on the west bank of the Connecticut River, 88 km (55 mi) south of Montpelier. Windsor was chartered by the British governor of New Hampshire, Bennington Wentworth, in 1761. Settlement began in 1764 and the town was founded in 1769. It was named in honor of John Stuart, earl of Windsor. Windsor was the birthplace of Vermont; delegates from several New Hampshire communities met there in 1777 to discuss forming a new state. On July 9, 1777, the Vermont constitution was adopted in the Old Constitution House. The first general assembly of Vermont met in Windsor in March 1778, and the assembly continued to meet there until Montpelier was made the capital in 1805. Population 3,714 (1990).
