The population of Toledo declined from 354,635 in 1980 to 332,943 in 1990, a decrease of 6.1 percent. The pace continued into the 1990s, with the population falling to 312,174 in 1998. During the same period the number of people living in the three-county Toledo metropolitan region remained flat, slightly decreasing from 617,000 in 1980 to 614,000 in 1990 and to an estimated 613,000 in 1995. This makes Toledo unique among other industrial cities in the region, which have seen metropolitan areas grow even as the population in core cities declines. According to the 1990 census, whites are 77.0 percent of the population, blacks 19.7 percent, Asians and Pacific Islanders 1.1 percent, and Native Americans 0.3 percent. The remainder are of mixed heritage or did not report ethnicity. Hispanics, who may be of any race, are 3.6 percent of the people. The Hispanics first came to the city in part as migrant workers employed on surrounding farms. Toledo also has a small but strongly cohesive Lebanese community.
