The city of Toledo has a mayor-council form of government. The city council consists of 12 members elected to terms of four years, with 6 members elected citywide and 6 chosen from districts. The mayor is also popularly elected. Perhaps the best remembered figure of Toledo government is Samuel “Golden Rule” Jones, a progressive mayor at the beginning of the 20th century. He introduced merit examinations as a requirement for most municipal appointments and was the first to institute an eight-hour working day for city employees.
