Steubenville, city, seat of Jefferson County, eastern Ohio, on the Ohio River, opposite West Virginia; incorporated as a city 1851. The city is a steel-manufacturing center. Titanium is manufactured nearby. The Franciscan University of Steubenville (1946) is here. The community was founded in 1797 on the site of Fort Steuben (1786-1787) and named for Friedrich Wilhelm, Baron von Steuben. A paper industry, begun in 1813, continued here until 1978. Edwin M. Stanton, secretary of war under President Abraham Lincoln, was born here.
