Elizabeth City, city, seat of Pasquotank County and also in Camden County, northeastern North Carolina, a port on the Pasquotank River; settled about 1650, incorporated as a city 1801. The commercial heart of the Albemarle Sound region, the city is an agricultural processing center, with an increased concentration of small business and industrial activity. A U.S. Coast Guard air base is nearby. The city is the seat of Elizabeth City State University (1801), Roanoke Bible College (1948), and a community college. The site was visited in 1585 by Roanoke Island settlers. As the terminus of the Dismal Swamp Canal (begun 1794), it was a major 19th-century shipping point. It is named either for Elizabeth I of England or Elizabeth Tooley, who was an early landowner here.
