The development and improvement of the National Capital Region are the responsibility of the National Capital Commission (NCC), a major landowner, which has developed significant public works in the area. Ottawa is one of the coldest national capitals in the world. Temperatures in January range from a high of -6° C (21° F) to a low of -16° C (4° F).
