St. John's is governed by the St. John's Municipal Council, which consists of a mayor and ten councillors. The mayor and five of the councillors are elected at large, and the remaining five councillors are elected as representatives of electoral wards. By tradition, the at-large councillor who receives the largest number of votes is made the deputy mayor.
