Navodari, town in southeastern Romania, in Constanta County, on the Black Sea. Navodari is primarily an industrial town, known for its superphosphates factory. Originally a fishing village, Navodari developed into a modern industrial complex in the late 1970s as part of the industrialization program of late president Nicolae Ceausescu.
In the mid-1980s, after the superphosphates factory opened, the quality of the air and water in the area quickly deteriorated. Toxic substances were dumped into nearby Lake Tasaul and the Black Sea. Pollution soon reached the Danube delta. During the 1990s many national and international environmental organizations argued for the shutdown of the factory and its subsequent modernization with special air filters to reduce pollution.
