A president, elected to a six-year term, is Singapore's head of state, and a prime minister is head of government. The president used to be elected by parliament, but by a 1991 constitutional amendment the president is now elected directly by the voters. In order to run for president, candidates must be declared eligible by the Presidential Elections Committee, a body composed of governmental ministers that screens candidates based on qualifications outlined in the Singapore constitution. The president acts on the advice of the cabinet, which is responsible to the parliament and headed by the prime minister.
