Öskemen, formerly Ust-Kamenogorsk, city, northeastern Kazakhstan. It is a port at the junction of the Irtysh and Ulba rivers, and is a road and railroad hub. The city's industries produce zinc, lead, titanium, and magnesium; machinery; and chemicals. Öskemen was founded as a Russian military outpost in 1720 and given the name Ust-Kamenogorsk. It was given its present name after Kazakhstan became an independent nation in 1991.
