Otsu, city, Japan, southern Honshu Island, capital of Shiga Prefecture, on Lake Biwa, near Kyoto. It lies in a rich farming region and is a resort center; it is known for the manufacture of fibers and textiles. Points of interest include the 7th-century Buddhist temple, Mii-dera, and the biological laboratory of Kyoto University. For periods during the 2nd and 7th centuries ADOtsu was the site of the imperial court.
