Joetsu, city in central Japan, on Honshu Island, in southwestern Niigata Prefecture. Located on the Seki River near the Sea of Japan (East Sea), Joetsu is the industrial and political center of the Hokuriku region, which is Japan's principal rice-producing area. Industries in Joetsu include steel and chemical manufacturing. The city is linked by rail and by the Hokuriku Expressway to other cities along the Sea of Japan coast.
The ruins of a fortress built in the 16th century are a popular attraction in Joetsu. South of the city is the mountainous Joshinetsu Kogen National Park, known for its active volcanoes, crater lakes, and steep cliffs. The region's heavy winter snowfall makes it a popular ski-resort area.
