During apartheid years, Johannesburg was a municipality administered separately from other municipalities and townships in the region. It had an all-white city council, while Soweto was nominally governed by an under-financed and almost powerless black city council. In 1995 Johannesburg, the townships, and other municipalities were united under a single Greater Johannesburg Transitional Metropolitan Council. There are four second-tier metropolitan substructures, each with their own councils: Eastern, including Sandton and Bryanston; Northern, including Randburg; Western, including Roodepoort; and Southern, including Soweto, Lenasia, Eldorado Park, Turffontein, and the central business district. The boundaries of the Southern substructure allow for the revenues generated by the central business district to support the needs of the poorest parts of the region.
